The Victorian Kids in Care Advocacy Service was established in September 2017 with the goal of providing quality independent advocacy, reporting and mediation services to children in state care and their families. The organization was established in response to the Royal Commission into Institutional Responses to Child Abuse and preceding reports into the state of the child protection system in Victoria.  These reports identified the need for independent oversight and advocacy to ensure the voices of children are heard, recognised, and that kids have an active role in determining their own lives.

VKICAS is currently pursuing funding opportunities to secure the future of the service.
